You'll first go to the Operations tab.
Next search for the unit that you want to make Facility Use, and then click the units name.
On the unit profile page, click the pencil as shown in the image.
Click the Condition bar.
Change the Condition to Facility Use, and then press save.
You'll now see that the unit is marked as Facility Use.
